    UTILITY ASSISTANCE: Provides eligible households (renters and homeowners) financial assistance with heating and/or electric costs and referrals to the weatherization program. See below for eligibility and application requirements.

    SERVICES:
    -- MEAP (Maryland Energy Assistance Program): Offers assistance with heating bill in the winter and is based on the type of fuel used, household size, household income and annual consumption.
     
    --  EUSP (Electrical Universal Service Program): Offers year-round assistance with electric costs. Client is required to have bill in his/her own name and be on a monthly budget billing plan. Assistance may be available for past due bill payments.

    ELIGIBILITY FOR MEAP and EUSP: Maryland residents whose gross monthly household incomes are within the following limits:

    ELIGIBILITY EFFECTIVE: July 1, 2019-June 30, 2020
    Household's GROSS MONTHLY INCOME  must be less than or equal to:

    4            $3,755.00         
    5            $4,400.00           
    6            $5,044.00           
    FOR EACH ADDITIONAL PERSON, ADD $645.00 monthly

    APPLICATION REQUIREMENTS: Submit the following with a completed application: copy of photo identity of applicant, proof of residence, copies of Social Security cards for all household members (including children), proof of household's total gross income for 30 days prior to application date (from all sources), a copy of the most recent utility bill and a copy of the lease (if renting).

    Eligible households who request to be referred to receive energy efficiency measures in their home (weatherization) will be forwarded to the State Weatherization office.  If eligible to receive services, they will be assigned to a weatherization contractor who will perform an energy audit on their home to determine what measures can be installed.
